I think she means inhabitable: capable of being inhabited. In one of the fun peculiarities of English, “inhabitable” is usually used as a synonym of “habitable,” just as “inflammable” also means “flammable.” (If you see either word on a pair of kid’s pajamas, don’t buy them.) To say a place is not fit to live in, we would have to (awkwardly) say “uninhabitable.”
